I noticed on the site that none of the steel Apollo shafts have the torque rating listed. I was curious about the differnt torque ratings on some models and was wondering where to find this infomation. I am mainly curious about the Spectre and the Hump shafts.

If you want some good reading material, then go to the following link:
http://www.hirekogolf.com/hireko/webpages/books/modern_guide_shaft_fitting/mgsf.html
Go to the Shaft Fitting Addendum in particular, chapter number 2. You will find torque values and many other parameters on a plethora of shafts.
But in general, steel iron shafts have a torque of @ 2 degrees and the torque really cannot be independently changed the same way composite shafts can, thus the reason you do not see torque listed as a steel shaft specification.
