I would suggest some type of incentive to motivate club makers to submit reviews of the products. Sometimes just feedback from other golfers who maybe are at a similar level or have more knowledge is enough to convince you to buy. I'd be more than happy to give reviews on products that I buy for free but I'm sure the numbers would be much better if you had a percent off discount or free shipping on your next order...
