Alex,
Loft can't be adjusted anyway on a metal wood, only face angle and lie can. However, the hosel is too short and insertion depth too great to allow these to be adjustable.

Does this fairway wood head comply with USGA regulations?

These were never submitted to the USGA for a formal ruling. However, I would see no reason why they wouldn't conform if tested as the loft is less than 25 degrees where the grooves aren't subject to the more stringent groove edge radius test.
